ISLAMABAD, Pakistan -- Last month, it was cellphones. Before that, it was motorcycles, shawls and jackets. Earlier this year, it was the BBC, Twitter and YouTube. In 2011, it was porn websites. In 2010, it was Facebook. In the 1990s, it was Indian television and musicians with long hair. In the 1980s, it was Salman Rushdie's "Satanic Verses." ?And in the 1970s, it was booze.
All banned. In Pakistan. By Pakistan.
Through the decades. Pakistan's state and non-state actors have found a way to regulate, boycott, ban or completely outlaw technology, information, literature, media and even entire communities.
The result? The Islamic Republic of Pakistan, once imagined as a secular, democratic haven for India's minority Muslim population, may well have become the land of "Banistan."
Babar Sattar, a Harvard-educated lawyer, is one of "Zia's Children" - the generation who grew up during the 1970s and 1980s when the culture of forbiddance took root through ironclad legislation passed by the country's Islamist dictator of the time, Muhammad Zia-ul-Haq.
"The proclivity to ban is the continuing manifestation of expanding religion-driven morality at the expense of personal liberty," Sattar told NBC News. "We don't even recognize that there exists a need not to allow collective outrage?or shame to pillage individual rights."

Hair: In his own bid to transform what was left of secular Pakistan after the Islamist Zia regime, the 1990s saw prime minister Nawaz Sharif (tipped to be the next premier in upcoming elections) try to implement selective Shariah law by banning popular rock band, Junoon, and all musicians with long hair. The ban on Junoon was politically inspired, as it had campaigned for the financial accountability of those in elected office. ?But it all proved to be rather cosmetic. The 2000s, however, saw a more complicated and violent hair ban, this time implemented in Pakistan's northwest by Taliban militants, who even bombed and fined barber shops for shaving men.

The colonial-era Pakistan Penal Code of 1860, designed by the British, imposes a prison sentence for sodomy. But while lesbians have been low-profile in their run-ins with the law of the land, Pakistani transgenders made history in 2012 by successfully lobbying for a landmark Supreme Court judgment in their favor that allows them to both identify themselves and vote as a third sex -- transgender, and not male or female, as they were forced to in the past.
Minorities: First legally pronounced to be non-Muslims in the 1970s, the persecuted Ahmadi sect was further limited in its actions and exercise of religious freedoms by several laws in the 1980s. A woman who died after being gang raped and beaten on a bus in India's capital has been cremated, amid an outpouring of anger and grief by millions across the country demanding greater protection for women from sexual violence.
Sunday's cremation took place during a private ceremony in Delhi soon after the woman's body arrived on a chartered Air India flight from Singapore, where she died at a hospital on Saturday after being sent for medical treatment.
After the body arrived at the airport, it was taken to the woman's home for religious rituals before being escorted by police to the crematorium. Security was tight, with no public or media access permitted.
Sheila Dikshit, the chief minister of New Delhi, and the junior home minister, RPN Singh, placed wreaths beside the body before it was cremated, the Press Trust of India news agency reported.
The prime minister, Manmohan Singh, and Sonia Gandhi, head of the ruling Congress party, were at the airport to receive the body and meet family who had also arrived on the flight.
Hours after the victim died early on Saturday, Indian police charged six men who had been arrested in connection with the attack with murder, adding to accusations that they beat and gang raped the woman.
Delhi police spokesman Rajan Bhagat said the six suspects face the death penalty if convicted. The case has triggered protests across India and raised questions about lax attitudes by police toward sexual crimes.
After 10 days at a hospital in New Delhi, the victim, who has not been identified, was taken on Thursday to Singapore's Mount Elizabeth hospital, which specialises in multi-organ transplants. She arrived in extremely critical condition, which then deteriorated. She died with her family and officials from the Indian embassy by her side, according to the chief executive of the hospital, Dr Kevin Loh.
Following her death, thousands of Indians lit candles, held prayer meetings and marched through various cities and towns, including Delhi, Mumbai, Bengaluru and Kolkata, on Saturday night to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment.
Singh said on Saturday that he was aware of the emotions the attack had stirred, adding that it was up to all Indians to ensure that the young woman's death will not have been in vain.
On the night of the attack, the woman and a male friend, who also has not been identified, were on a bus after watching a film when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.
Gandhi, the ruling party chief, assured the protesters in a statement that the rape victim's death "deepens our determination to battle the pervasive, the shameful social attitudes and mindset that allow men to rape and molest women and girls with such an impunity".
Meenakshi Ganguly, South Asia director of Human Rights Watch, said the woman's death was a sobering reminder of the widespread sexual violence in India. "The outrage now should lead to law reform that criminalises all forms of sexual assault, strengthens mechanisms for implementation and accountability, so that the victims are not blamed and humiliated."
Singh said he understood the angry reaction to the attack and that he hoped all Indians would work together to make appropriate changes. "It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action," he said.

Two new laws are directed at used car dealers that assign less than 90 percent of their conditional sales and lease contracts to third party lenders; and therefore provide direct financing to car buyers. One of the new laws defines these used car dealers as buy-here-pay-here dealers.
AB 1447 further prohibits these dealers from requiring buyers to make payments in person, except for the down payment, and limits the circumstances under which buy-herepay- here dealers may track a vehicle using electronic tracking technology (GPS tracking). Buy-here-payhere used car dealers will not be allowed to disable a vehicle with starter interrupt technology without first notifying the buyer in writing at the time of sale.
In addition, buy-here-pay here used car dealers will be required to provide a 30- day or 1,000 mile warranty as part of any purchase or lease of a used vehicle. (AB 1447/Feuer)
AB 1534 requires buy-here- pay-here used car dealers to affix and prominently display a label on any used vehicle offered for retail sale that provides the reasonable market value of the vehicle. The label must contain specific information from a recognized pricing guide used to determine that value and the date the value was determined.

AB 1888 will allow commercial drivers to attend traffic violator school (TVS) for violations that take place when operating non-commercial vehicles. The conviction would not count as a point for determining whether a driver is presumed to be a negligent operator unless it was considered a serious violation. The record of the conviction would not be held confidential and would be disclosed to employers, and to insurers for insurance underwriting and rating purposes. (AB 1888/Gatto)

An increase in fees for the issuance, renewal, and personalization of veterans' organizations license plates will benefit the County Veterans Service Officers Fund. The fund is used by local agencies to assist veterans and their families in obtaining benefits and services accrued through military service.
This new law also clarifies the plate's availability to veterans and non-veterans, requires DMV to make decals available for the plate that indicate an applicant's service in a particular war or armed conflict and decals honoring veterans of a particular war or conflict.

1. To make pecans: Preheat oven to 325?F. Fill a medium-sized saucepan with water and bring to a boil. When water is boiling, drop in pecans and blanch for 2 minutes. Drain. Toss wet pecans with sugar, salt, and a gentle sprinkle of cayenne. Spread out on a baking sheet and bake, stirring occasionally to keep nuts from clumping, until dry and toasty, 10-15 minutes. Remove pan from the oven and scoop nuts onto a plate to cool.
2. While pecans are baking, strip thyme leaves off the stalk and let shallots and thyme leaves macerate in the vinegar for at least 20 minutes. Whisk in salt, pepper, and olive oil. Taste for seasoning.

NEW YORK (AP) ? Andrew Neitlich is the last person you'd expect to be rattled by the stock market.
He once worked as a financial analyst picking stocks for a mutual fund. He has huddled with dozens of CEOs in his current career as an executive coach. During the dot-com crash 12 years ago, he kept his wits and did not sell.
But he's selling now.
"You have to trust your government. You have to trust other governments. You have to trust Wall Street," says Neitlich, 47. "And I don't trust any of these."
Defying decades of investment history, ordinary Americans are selling stocks for a fifth year in a row. The selling has not let up despite unprecedented measures by the Federal Reserve to persuade people to buy and the come-hither allure of a levitating market. Stock prices have doubled from March 2009, their low point during the Great Recession.
It's the first time ordinary folks have sold during a sustained bull market since relevant records were first kept during World War II, an examination by The Associated Press has found. The AP analyzed money flowing into and out of stock funds of all kinds, including relatively new exchange-traded funds, which investors like because of their low fees.
"People don't trust the market anymore," says financial historian Charles Geisst of Manhattan College. He says a "crisis of confidence" similar to one after the Crash of 1929 will keep people away from stocks for a generation or more.
The implications for the economy and living standards are unclear but potentially big. If the pullback continues, some experts say, it could lead to lower spending by companies, slower U.S. economic growth and perhaps lower gains for those who remain in the market.
Since they started selling in April 2007, eight months before the start of the Great Recession, individual investors have pulled at least $380 billion from U.S. stock funds, a category that includes both mutual funds and exchange-traded funds, according to estimates by the AP. That is the equivalent of all the money they put into the market in the previous five years.
Instead of stocks, they're putting money into bonds because those are widely perceived as safer investments. Individuals have put more than $1 trillion into bond mutual funds alone since April 2007, according to the Investment Company Institute, a trade group representing investment funds.
Selling stocks during either a downturn or a recovery is unusual. Americans almost always buy more than they sell during both periods.
Since World War II, nine recessions besides the Great Recession have been followed by recoveries lasting at least three years. According to data from the Investment Company Institute, individual investors sold during and after only one of those previous downturns ? the one from November 1973 through March 1975. And back then a scary stock drop around the start of the recovery's third year, 1977, gave people ample reason to get out of the market.
The unusual pullback this time has spread to other big investors ? public and private pension funds, investment brokerages and state and local governments. These groups have sold a total of $861 billion more than they have bought since April 2007, according to the Federal Reserve.
Even foreigners, big purchasers in recent years, are selling now ? $16 billion in the 12 months through September.
As these groups have sold, much of the stock buying has fallen to companies. They've bought $656 billion more than they have sold since April 2007. Companies are mostly buying back their own stock.
On Wall Street, the investor revolt has largely been dismissed as temporary. But doubts are creeping in.
A Citigroup research report sent to customers concludes that the "cult of equities" that fueled buying in the past has little chance of coming back soon. Investor blogs speculate about the "death of equities," a line from a famous BusinessWeek cover story in 1979, another time many people had seemingly given up on stocks. Financial analysts lament how the retreat by Main Street has left daily stock trading at low levels.
The investor retreat may have already hurt the fragile economic recovery.
The number of shares traded each day has fallen 40 percent from before the recession to a 12-year low, according to the New York Stock Exchange. That's cut into earnings of investment banks and online brokers, which earn fees helping others trade stocks. Initial public offerings, another source of Wall Street profits, are happening at one-third the rate before the recession.
And old assumptions about stocks are being tested. One investing gospel is that because stocks generally rise in price, companies don't need to raise their quarterly cash dividends much to attract buyers. But companies are increasing them lately.
Dividends in the S&P 500 rose 11 percent in the 12 months through September, and the number of companies choosing to raise them is the highest in at least 20 years, according to FactSet, a financial data provider. Stocks now throw off more cash in dividends than U.S. government bonds do in interest.
Many on Wall Street think this is an unnatural state that cannot last. After all, people tend to buy stocks because they expect them to rise in price, not because of the dividend. But for much of the history of U.S. stock trading, stocks were considered too risky to be regarded as little more than vehicles for generating dividends. In every year from 1871 through 1958, stocks yielded more in dividends than U.S. bonds did in interest, according to data from Yale economist Robert Shiller ? exactly what is happening now.
So maybe that's normal, and the past five decades were the aberration.
People who think the market will snap back to normal are underestimating how much the Great Recession scared investors, says Ulrike Malmendier, an economist who has studied the effect of the Great Depression on attitudes toward stocks.
She says people are ignoring something called the "experience effect," or the tendency to place great weight on what you most recently went through in deciding how much financial risk to take, even if it runs counter to logic. Extrapolating from her research on "Depression Babies," the title of a 2010 paper she co-wrote, she says many young investors won't fully embrace stocks again for another two decades.
"The Great Recession will have a lasting impact beyond what a standard economic model would predict," says Malmendier, who teaches at the University of California, Berkeley.
She could be wrong, of course. But it's a measure of the psychological blow from the Great Recession that, more than three years since it ended, big institutions, not just amateur investors, are still trimming stocks.
Public pension funds have cut stocks from 71 percent of their holdings before the recession to 66 percent last year, breaking at least 40 years of generally rising stock allocations, according to "State and Local Pensions: What Now?," a book by economist Alicia Munnell. They're shifting money into bonds.
Private pension funds, like those run by big companies, have cut stocks more: from 70 percent of holdings to just under 50 percent, back to the 1995 level.
"People aren't looking to swing for the fences anymore," says Gary Goldstein, an executive recruiter on Wall Street, referring to the bankers and traders he helps get jobs. "They're getting less greedy."
The lack of greed is remarkable given how much official U.S. policy is designed to stoke it.
When Federal Reserve Chairman Ben Bernanke launched the first of three bond-buying programs four years ago, he said one aim was to drive Treasury yields so low that frustrated investors would feel they had no choice but to take a risk on stocks. Their buying would push stock prices up, and everyone would be wealthier and spend more. That would help revive the economy.
Sure enough, yields on Treasurys and many other bonds have recently hit record lows, in many cases below the inflation rate. And stock prices have risen. Yet Americans are pulling out of stocks, so deep is their mistrust of them, and perhaps of the Fed itself.
"Fed policy is trying to suck people into risky assets when they shouldn't be there," says Michael Harrington, 58, a former investment fund manager who says he is largely out of stocks. "When this policy fails, as it will, baby boomers will pay the cost in their 401(k)s."
Ordinary Americans are souring on stocks even though stock prices appear attractive relative to earnings. But history shows they can get more attractive yet.
Stocks in the S&P 500 are trading at 14 times what companies earned per share in the past 12 months. Since 1990, they have rarely traded below that level ? that is, cheaper, according to S&P Dow Jones Indices. But that period is unusual. Looking back seven decades to the start of World War II, there were long stretches during which stocks traded below that.
To estimate how much investors have sold so far, the AP considered both money flowing out of mutual funds, which are nearly all held by individual investors, and money flowing into low-fee exchange-traded funds, or ETFs, which bundle securities together to mimic the performance of a market index. ETFs have attracted money from hedge funds and other institutional investors as well as from individuals.
At the request of the AP, Strategic Insight, a consulting firm, used data from investment firms overseeing ETFs to estimate how much individuals have invested in them. Based on its calculations, individuals accounted for 40 percent to 50 percent of money going to U.S. stock ETFs in recent years.
If you assume 50 percent, individual investors have put $194 billion into U.S. stock ETFs since April 2007. But they've also pulled out much more from mutual funds ? $580 billion. The difference is $386 billion, the amount individuals have pulled out of stock funds in all.
If you include the sale of stocks by individuals from brokerage accounts, which is not included in the fund data, the outflow could be much higher. Data from the Federal Reserve, which includes selling from brokerage accounts, suggests individual investors have sold $700 billion or more in the past 5? years. But the Fed figure may overstate the amount sold because it doesn't fully count certain stock transactions.
The good news is that a chastened stock market doesn't necessarily mean a flat stock market.
Bill Gross, the co-head of bond investment firm Pimco, has probably done more than anyone to popularize the notion that stocks will prove disappointing in the coming years. But he says what is dying is not stocks, but the "cult" of stocks. In a recent letter to investors, he suggested stocks might return 4 percent or so each year, about half the long-term level but still ahead of inflation.
And if America's obsession with stocks is over, some excesses associated with it might fade, too.
Maybe more graduates from top colleges will look to other industries besides Wall Street for careers. Of every 100 members of the Harvard undergraduate Class of 2008 who got jobs after graduation, 28 went into financial services, such as helping run mutual funds or hedge funds, according to a March study by two professors at the university's business school. The average for classes four decades ago was six out of 100.
Of course, those counting the small investor out could be wrong.
Three years after that BusinessWeek story on the "death of equities" ran, in 1982, one of the greatest multi-year stock climbs in history began as the little guys shed their fear and started buying. And so they will surely do again, the bulls argue, and stock prices will really rocket.
Neitlich, the executive coach, has his doubts.
Instead of using extra cash to buy stocks, he is buying houses near his home in Sarasota, Fla., and renting them. He says he prefers real estate because it's local and is something he can "control." He says stocks make up 12 percent his $800,000 investment portfolio, down from nearly 100 percent a few years ago.
After the dot-com crash, it seemed as if "things would turn around. Now, I don't know," Neitlich says. "The risks are bigger than before."

HONOLULU (AP) ? Margus Hunt knew he had eight hours to fill on the flight over the Pacific Ocean, so he asked the SMU staff to put together film of Fresno State for him to study. He hit the Bulldogs like a tidal wave Monday night in the Hawaii Bowl.
The 6-foot-8 defensive end raced around right tackle to blindside Derek Carr and force a fumble. Hunt smashed into running back Robbie Rouse on a delayed handoff and forced another fumble. On a three-man rush, he sacked Carr in the end zone for a safety.
It was an inspiring performance by the senior from Estonia, and it set the tone for the Mustangs' 43-10 win.
"That was a lot of fun," Hunt said. "We knew from the get-go it was going to be a Monday night football game, the only game in the nation. We wanted to show our skills and make some plays. To me personally ... this is where it all started. It's good to end on this note."
The Mustangs (7-6) also returned two interceptions for touchdowns, giving them eight for the season to tie the NCAA record set last year by Southern Miss. Hayden Greenbauer picked off Carr and returned it 83 yards with 1:14 left, the final blow to a miserable night for the Bulldogs (9-4).
SMU had seven sacks, more than double the most Fresno State had given up in a game all year.
Garrett Gilbert was effective with his arm and his legs, running for a 17-yard touchdown for the first score of the game and throwing a perfect strike to Darius Johnson for a 21-yard score to answer the Bulldogs' only touchdown. He rushed for 98 yards on 18 carries and threw for 212 yards.
But this game was decided by the Mustangs' defense, with Hunt leading the way. He was voted the game's MVP.
"We tried some slide protections to 92 (Hunt). You know, they beat us," Fresno State coach Tim DeRuyter said. "We tried going empty to spread things out and get it out quick, we tried to max protect. Everything we tried didn't work."
Fresno State, the Mountain West Conference champion, has lost its last four bowl games.
SMU, which went 25 years without a bowl after its NCAA death penalty, now has played in a school-record four straight bowls, winning three of them. Hunt was a mystery when that run started in 2009, a gold medalist in the shot put and discus in Beijing at the 2006 Junior World Championships who came to SMU for track and field and turned to football when it was his only hope of scholarship money.
SMU coach June Jones has a knack for taking a chance on athletes from other sports, and he liked what he saw, from the 82-inch wing span to the 4.7 speed in the 40.
"It's not hard for me to see a world-class athlete who can run like that, has strength like that, has an arm length like that," Jones said. "The first scrimmage we had ... the only thing I didn't know was if he was going to be tough enough. The first play we ran a trap and hit him real hard, and he wanted to fight. I said, 'OK, we may have a player here.'
"His best football is ahead of him," Jones said. "I was really excited, on a national stage, for him to have that kind of a game."
The Bulldogs turned in a dud.
Fresno State, which had averaged just over 47 points in its last five games, was shut out in the first half for the first time in two years. Carr was too busy running for his life to get the Bulldogs into any kind of offensive rhythm. And when the Bulldogs finally scored with 10:21 left in the third quarter, Gilbert led the Mustangs on a 75-yard drive that he finished with a pinpoint pass to Johnson in the corner for a touchdown.
"That drive there put the game away in essence," Gilbert said. "For us to respond like that and put six points on that board was big."
It allowed Jones to walk out of Aloha Stadium with yet another win.
He was the coach at Hawaii for eight years, leaving after its unbeaten regular season in 2007. Jones now has won 10 straight games in Aloha Stadium, dating to a December 2006 loss to Oregon State.
"I just want to say 'Aloha' to the seniors," Jones said during the trophy presentation. "We said we were going to do it and we did it."
Without hardly breaking a sweat.
The 10 points matched the fewest Fresno State has scored this year, dating to its 20-10 loss to Boise State. Carr was 33-of-54 passing for 362 yards, but most of that came late in the game when the Bulldogs were trying to catch up.
He was overwhelmed by the Mustangs' defensive front, particularly Hunt, who had two sacks, two forced fumbles and three tackles behind the line of scrimmage.
"When you go three-and-out, it feels like there's no rhythm at all," Carr said.
After a dull, scoreless opening quarter, Gilbert shook off one tackle and scored on a 17-yard run. The defense took over from there.
Hunt blew past right tackle Alex Fifita and blindsided Carr, dropping him flat as the ball came loose and was scooped up by Aaron Davis, who returned it 23 yards to the Fresno State 16 until he fumbled it out of bounds. SMU had to settle for a field goal. On the next series, Carr scrambled backward and couldn't escape an 18-yard sack to the 6, and then Hunt sacked him in the end zone for a safety.
Hunt wasn't finished. On second-and-7 from the 33, Carr gave it to Robbie Rouse on a delayed handoff, right about the time Hunt showed up to disrupt the play and cause another fumble that Taylor Reed recovered. That drive went backward, and Chase Hover connected from 48 yards.
Jones' only concern was having to settle for field goals, fearing that might come back to haunt the Mustangs given Fresno State's explosive offensive. Not to worry. The SMU defense dominated to the very last score.
